William Hall has nearly forty years of experience in the transportation industry, with the last eighteen years in transportation feasibility studies and facility planning for engineering and development projects worldwide.  Mr. Hall has managed and participated in port and rail due diligence and privatization projects, marine, rail and truck terminal feasibility studies, shipping rate and level of service reviews and port traffic forecasts.

 

In addition to container shipping terminals, he has also analyzed bulk transport and terminal operations, with an emphasis on grains and mineral bulks. Mr. Hall has also planned and supervised movement of project cargoes and personnel once project feasibility has been established and engineering and construction have begun.

 

Before forming Seaport Consultants, Inc., Mr. Hall was a port planner for a large marine engineering firm.  Prior to this, he spent six years with a US Class 1 railroad, largely in intermodal operations.

William Hall has project management experience in North America, Latin America, Africa, the Middle East, and Southeast Asia.

David Wignall is a senior port professional. His experience as a senior port manager responsible for operations and development, combined with twenty years of providing consulting support within the industry, has allowed him to develop a comprehensive understanding of the port and marine industry. His expertise stretches from economics and feasibility through to day-to-day operations. Mr. Wignall has been responsible for preparing business plans, financial strategies and providing management support covering operational, financial and technical areas for ports and terminals throughout the world.

 

The International Tribunal of the Law of the Sea, The World Bank and the Asian Development Bank have recognized Mr. Wignall’s expertise by appointing him to undertake independent studies. He has acted as an expert witness for courts in many jurisdictions. Of particular note was the first appearance by a western expert in a Chinese maritime court. Mr. Wignall has presented more than fifty conference papers detailing projects and management research in the ports and shipping sector and undertaken workshops and training for port managers and investors on three continents.  He has led the financing of Indonesia’s largest ever port development which is sourcing all funds from the private sector.

 

Before establishing Seaport Consultants Asia, David Wignall was an independent consultant and earlier was responsible for the Ports and Logistic Division of one of the world’s leading maritime research and consulting groups. In this role he was instrumental in growing their Asian operations from start-up to well over one hundred professionals spread throughout the Asia Pacific region.
